He wants to take a look at the town budget line by line. Then, rather than trying to cut the budget directly, he wants to try and establish a competing service that fulfills the same need. That could make the town service, and the taxation for it, less needed. Road repair and ambulance services are possibilities he's mentioned, though I suspect the initial accomplishments will be limited The idea is new, and that makes it interesting. But it might be wise not to aim too high at first or let expectations get out of hand.
