This video was shot around 3:15p, one hour before a special meeting to try and settle the issue. If successful in thwarting the November vote, Manchester's "spending faction" must still allow the vote to be held, but the likely date would be much later. This is part 1 of roughly 3 segments. The Union Leader reports that as of 6:20 pm 9/5 the board of alderman was still in session, with defiant Mayor Frank Guinta (a spending cap proponent) vowing to keep the meeting going till midnight if necessary.
